Implement ASTC_2D_10X8 & ASTC_2D_10X8_SRGB (#1666)
* Implement ASTC_2D_10X8 & ASTC_2D_10X8_SRGB ( needed by Mario+Rabbids Kingdom Battle ) * Small placement correction
